The Boys & Girls Clubs of Northeast Florida (BGCNF) is seeking sealed bids from qualified General, Residential, or Building Contractors approved by the City of Jacksonville for the design, permitting, and construction of a covered basketball court at The Bridge Learning Center Boys & Girls Club in Springfield.
This project will create a safer, weather-protected, year-round recreational facility that expands recreation, wellness, and youth development opportunities for the young people served by BGCNF.

The Bridge Learning Center serves Club Kids and families in Jacksonville’s historic Springfield neighborhood. The new covered court will sit on the existing outdoor court footprint at the back of the property and serve the same youth daily.
Bidders are required to attend the on-site walk-through to evaluate field conditions, parking, staging, and access constraints before submitting a bid.

No. The Moncrief covered court facility is not intended to serve as the basis of design for this project, nor is BGCNF seeking to replicate that facility. The Moncrief project may provide general reference only and should not be considered a required model for the Bridge Learning Center project.
BGCNF encourages all contractors to leverage their expertise and submit the most practical, cost-effective, and high-quality solution that fulfills the project scope, operational needs, and budget objectives. Contractors are welcome to recommend alternative design approaches, materials, and construction methods that they believe will provide the best overall value while meeting applicable codes, permitting requirements, and performance expectations.
Yes, existing site plans/surveys for The Bridge Learning Center
BGCNF has not specified a particular sports court resurfacing manufacturer or system. Contractors are encouraged to recommend a resurfacing system or approved equivalent that they believe will best meet the project’s intended use, durability, safety, and maintenance requirements.
The court configuration should accommodate six basketball goals, allowing for one (1) full-court basketball game and two (2) simultaneous half-court games. Accordingly, the resurfaced court should include all appropriate striping and game lines necessary to support this configuration.
BGCNF prefers that the Contractor propose the resurfacing system, layout, and line markings that will most effectively fulfill the complete scope of work while maintaining quality, functionality, safety, and cost-effectiveness within the project budget.
BGCNF will work collaboratively with the awarded contractor to identify and provide reasonable access to available staging and construction areas necessary for successful project execution. This may include, but is not limited to, areas for material storage, equipment access, steel delivery and erection, contractor parking, and general construction operations.
Contractors were encouraged to review site conditions during the mandatory pre-bid meeting and incorporate their anticipated staging and access needs into their bid proposal.
Final staging locations and site access logistics will be coordinated with the selected contractor to minimize disruption to ongoing Club operations while supporting efficient project delivery.
Work-hour restrictions will be governed by the following requirements:
BGCNF expects the Contractor to evaluate site conditions and provide a roof drainage solution that is appropriate for the proposed structure and compliant with all applicable City of Jacksonville codes, permitting requirements, and accepted engineering practices.
While the ITB excludes storm drainage system improvements, the Contractor shall include gutters, downspouts, and discharge locations necessary to safely direct roof runoff away from the structure, court surface, adjacent properties, and pedestrian areas.
The proposed drainage approach should minimize erosion, ponding, and potential impacts to existing site conditions. Contractors should identify their recommended roof runoff and downspout discharge strategy as part of their bid submission.
Based on BGCNF’s assessment, tree trimming requirements are anticipated to be minimal and limited to the extent necessary to accommodate construction of the roof structure and provide safe equipment access. Any tree trimming, pruning, removal, or related work shall comply with all applicable City of Jacksonville ordinances, permitting requirements, and environmental regulations.
Contractors were provided the opportunity to evaluate existing site conditions, including nearby trees and vegetation, during the mandatory pre-bid walk-through. Bidders should incorporate their assessment and recommendations regarding any necessary tree-related work, permits, and associated costs into their proposal. The Contractor shall be responsible for obtaining any required permits and ensuring compliance with all applicable regulations related to tree protection and preservation.
Yes. BGCNF is willing to review owner-direct purchasing opportunities that may provide cost savings to the project through its nonprofit tax-exempt status, provided such arrangements are legally permissible, administratively feasible, and do not adversely impact the project schedule, contractor responsibilities, warranties, or overall project delivery.
Contractors who wish to propose owner-direct purchasing options should clearly identify the materials involved, anticipated cost savings, and any associated administrative or logistical requirements as part of their bid submission. BGCNF reserves the right to evaluate and approve such arrangements on a case-by-case basis.
